In addition to purely military threat, a new type of threat, so called hybridhot, increased and it places new demands on the Swedish defense and security.

The authors mention cyber attacks, advocacy activities against media sabotage against infrastructure as examples of hybridhot, and calls for, among other things, an improved ability to meet terrorist acts.
