Sources: municipal environmental units

Many detached houses with private sewers can not cope with today’s environmental requirements and more and more homeowners get ahead of the visit of the municipal environmental protection inspectors. It worries homeowners.

Many are also outraged that municipalities can charge high fees for their inspections and to give permits to build new sewers.

I do not oppose the construction of new sewers. It is important for the environment. But that it should cost so much to the municipality, it is usury, says Leif Johansson in Osmo, who pay around 9000 for their condition.

Ann-Sofi Eriksson, Head of Section at the Swedish Association of Local Authorities Authorities and Regions (SKL), states that municipalities have the right to charge fees for the inspection, but some choose not to do so, and instead taking it out via taxes.

The Environmental Code says that the polluter must pay, even for permit applications, she says.

Slipper fee

On Gotland writes municipality letters to property owners who are in need of new facilities. If they voluntarily take hold of their drains worry you will not have the enforcement cost, as there is about 1600 crowns. Letter exhortation get most get started, says Maria Breimeder at the Environment.

But in Värmdö municipality, which has a similar approach, it works worse, explains Staffan Stafström, manager at the Environment.

Last year we gave 600 new permits, and only 20 of them were after they applied on its own initiative, he said.

In Värmdö, the charge was higher than on Gotland and costs 4200 SEK.

High costs

For those who need to build if also require a new authorization. Here, the cost braka off, although not as much as a centimeter sewer pipes come into the ground. All municipalities will charge, but the amount varies widely. In Värmdö is the price high among the municipalities TT talked to. Stafström do not think it’s so much about you knock out the charge, for example, in the 20-30 years as a mini treatment will last.

Conflict

Local willingness to help and advise sewage issues also differ. There is a conflict between the roles of states trying Authority and benevolent advisor.

We can provide general advice and tell you about the requirements in particularly sensitive areas, but does not tell you exactly how to do it, says Maria Breimeder on Gotland.

However, sewage is a tricky question, where the very technological and environmental knowledge is required. In Värmdö, who have many individual sewage in a sensitive environment, the public interest that the sewers are built on high.

We get not single out a particular technical solution. But we have solved it by instituting an independent VA counseling service that we pay for with tax money, says Staffan Stafström in Värmdö.
